Planning & Organization Program Manager

The Maryland-National Capital Region Emergency Response System (MDERS) is seeking a highly-qualified Planning and Organization Program Manager (PM) to oversee the internal and external planning and organization efforts related to emergency response capabilities and operational procedures executed during routine and large-scale emergency incidents. The PM will be responsible for creating Capability Development Plans, which encompass every aspect of project management from inception to full operationalization. Development of these plans requires a high degree of collaboration among numerous stakeholders, including coworkers, stakeholders, leadership, responders, and the community. The complex projects and programs undertaken by MDERS require expertise in project management and emergency management planning practices. The broad portfolio of concurrent projects demands the ability to manage multiple simultaneous projects and programs with competing priorities.

 

The PM will also work closely with stakeholder agencies to evaluate response plans for operational readiness and interoperability challenges, then assist in correcting issues to optimize response capability. All endeavors will carry the organization towards its vision and be in compliance with the Strategic Plan. The PM is responsible for updating and maintaining a wide array of documentation associated with the planning and organization facets of the organization. The PM will also be responsible for representing MDERS and stakeholder agencies on multiple local, state, regional, and federal committees. The PM will lead a staff of personnel to assist with planning and will schedule, assign, monitor, coach, counsel, and train them.
