Finance & Logistics Project Manager

Background: An essential capability during emergency response is a robust supply chain of equipment and supplies to provide responders with the tools necessary to accomplish their mission.  A complicating factor in this is the diverse nature of the disciplines, agencies, and jurisdictions that respond to these events.  The Maryland-National Capital Region Emergency Response System (MDERS) was designed to develop, refine, and maintain the complex level of coordination amongst emergency response partners.  A major mission of the MDERS is to promote standardized equipment acquisition and maintain resource management among response partners, including fire, emergency medical services, rescue, law enforcement, public health, hospitals, and emergency management entities from multiple jurisdictions.  The Project Manager of MDERS manages stakeholder projects from beginning to end, including but not limited to the procurement, tracking, reporting, deployment, and inventory of equipment and supplies for the organization and its partner agencies.

Description: The Maryland-National Capital Region Emergency Response System (MDERS) is seeking a highly qualified Project Manager to manage all aspects of procurement, tracking, deployment, and inventory of equipment and supplies for the organization and its partner agencies.  The Project Manager interfaces with a variety of stakeholders, including fire/rescue, law enforcement, emergency management, hospital, and public health representatives.   The Project Manager helps lead the selection and implementation of solutions to emergency response needs among the agencies represented by MDERS.  The incumbent maintains the MDERS Resource/Inventory Management System.  This position reports to the Finance and Logistics Program Manager. The work locations will be in Prince George’s and Montgomery Counties, with occasional meetings in Baltimore, Northern Virginia, and Washington, DC.

        • Familiar with common workplace software, including Microsoft Office.
        • Ability to manage a broad portfolio of concurrent projects and programs with competing priorities.
        • Ability to develop specifications for equipment and supplies and solicit proposals from potential vendors.
        • Ability to apply sound warehouse and logistics physical management principles.
        • Proficient level of skill with asset/inventory management software, including interface with a computer and other hardware devices.
        • Ability to be detail-oriented and highly organized.
        • Ability to work independently in an environment with minimum supervision.
        • Ability to facilitate discussions and reach consensus solutions amongst a diverse group of end-users, support staff, and leadership with varying needs and capabilities.
        • Ability to create strategic plans, budgets, and project schedules to produce deliverables within parameters set forth by subject matter experts.
        • Ability to complete routine financial and project management reports to governing agencies.

 

Responsibilities

 

        • Maintain a sophisticated, organized project management approach to manage a broad portfolio of concurrent projects.
        • Solicit proposals from vendors in accordance with procurement requirements.
        • Manage budget as it pertains to equipment and supply acquisition and maintenance.
        • Complete the entire procurement process, including order placement, in accordance with local policies and procedures, to acquire requisite equipment and supplies.
        • Receive, verify, sort, and organize the distribution of supplies and equipment.
        • Implement and maintain an asset tracking system for all equipment and supplies.
        • Prepare and update, as needed, all Project Management Plans (PMPs) and budgetary requests related to equipment and supplies.
        • Coordinate and develop Quarterly Status Reports for all MDERS sub-recipient grants.
        • Assist in the development of plans to operationalize newly acquired equipment and supplies.
        • Oversee or otherwise support key project management activities on a variety of stakeholder and MDERS sustainment projects.
        • Maintain robust electronic records to track acquisition, maintenance, and other pertinent data related to equipment and supplies.
        • Coordinate with MIEMSS and state entities on all matters relating to MDERS physical properties (both office and storage).
        • Assume other operational duties as required and assigned. A challenging component of this position involves responding to fast-moving requirements that are new and unexpected.  It will be important to maintain situational awareness of Maryland ERS programs in order to respond quickly to the dynamics of an ever-changing emergency preparedness mission

 

Minimum Qualifications

 

Education: Bachelor’s degree from an accredited university with a concentration in emergency management, government, logistics, or related discipline. You may substitute four (4) years of relevant work experience for the Bachelor’s degree.

 

Experience: Three or more years of progressively responsible logistics and project management.

 

 

Salary

$84,598.00 – $98,713.00 (Annually)

Benefits

 

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also enroll in dental coverage, accidental death, and dismemberment insurance, and life insurance but will be responsible for paying the full premium for these benefits.

 

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.

 

Location

The MDERS office is currently located at 5111 Berwyn Road, College Park, MD.

During the normal execution of the roles and responsibilities of this position, the Finance & Logistics Project Manager may be required to conduct business at stakeholder locations throughout Prince George’s County, Montgomery County, and the District of Columbia.
